I was Commissioner of the Administration on Developmental Disabilities in the Department of Health and Human Services from August 2001-January 2009. Under a reorganization in the Obama Administration, the programs I had overseen — State Disability Councils, State Protection and Advocacy Agencies, University Centers on Developmental Disabilities, and Projects of National Significance (authorized under the Developmental Disabilities Assistance and Bill of Rights Act (DD Act)) and the disability-related provisions in the Help America Vote Act — were moved to a new unit, Administration on Community Living. Now, under the Trump Administration, all of these programs for individuals with disabilities are targeted for elimination. This would require enactment of new legislation. It could also be accomplished if Congress did not fund these programs. Or, it could be accomplished by the Trump Administration ignoring any specific direction from Congress. In such a case the courts, as is being demonstrated by current lawsuits on other matters, would need to be called upon to resolve the issue. Even then, the Trump Administration could choose to ignore any decision it didn’t like. The court system does not have its own enforcement agency.

Chronic Pain Partners introduced the topic of neurodivergence and Hypermobility Spectrum Disorders (HSD) and Ehlers-Danlos Syndrome (EDS) in our first newsletter this year (January 2025), but autism has been shown to co-occur with EDS for many years, with an early published case dating back as far as 1993 and another in 2011. Neurodivergence comprises a whole host of conditions including, for example, Tourettes, Obsessive-Compulsive Disorder (OCD), Attention Deficit Hyperactivity Disorder (ADHD), dyslexia, dyspraxia and autism. This article focuses on the co-occurrence of autism and EDS/HSD, one of the more prominent forms of neurodivergence in the community.

Participants more likely to disclose disability were older, had received K-12 special education services, had needs not exclusive to mental health, had difficulty with a sense of belonging on campus and endorsed peer support as helpful to them. Qualitative analysis indicated disabled students considered self-advocacy and empowerment, needed supports, and anticipated stigma experiences when faced with disability disclosure decisions. Recommendations are made regarding campus culture, accessibility to supports and promoting overall higher education functioning for disabled students on a U.S. university campus.

Our latest analysis reveals that many organisations in Ireland remain underprepared for the European Accessibility Act (EAA), which comes into force on 28 June 2025. The EAA sets out a common set of accessibility requirements for key products and services, from banking to public transport to e-commerce. However, despite its wide-reaching implications, a significant proportion of businesses are falling behind in their compliance efforts. According to the findings, 49% of organisations say they are not currently prepared to meet EAA requirements - a slight improvement from 60% in October of last year. This lack of readiness suggests that many may be underestimating the scale of the changes required, or are encountering internal roadblocks to implementation. Notably, 61% of respondents identified technical implementation as their biggest challenge, underlining the complexity of retrofitting or redesigning digital infrastructure to meet accessibility standards. Also notable is the low level of perceived customer awareness. Just 32% of organisations believe their customers or clients are aware of the accessibility requirements under the EAA. This lack of external pressure may be contributing to the slow pace of internal action. As Dermot McGirr , Technology Partner, warns: "Relying on low customer awareness is a dangerous position. Once the legislation is in force, the consequences of non-compliance - legal, financial and reputational – can be significant. We are working closely with clients to assess their compliance status and implement sustainable, long-term accessibility strategies in advance of the 28 June deadline." On a more positive note, 54% of organisations have now conducted an accessibility audit, up from 38%.
