For a Europe of equality and inclusion! The debate about the next EU long-term budget, the multiannual financial framework (MFF), is intensifying. Many voices are asking for a more future oriented spending, focusing on research, start ups and AI. The MFF proposals currently wildly debated between the EU Institutions are neglecting are crucial area of future orientation: Equal rights and inclusion of disabled people. Without changes, the MFF plans risk to set us on a path of backwards oriented spending in this area. In the last decade, the confinement to institutions has increased by 29%, partially funded by EU money. While every member state has a well developed system of institutions, we are far away from having effective personal budget and personal assistance schemes in every country. Also over the last decade, the disability employment gap has greatly increased. While supported employment programs remain small, sheltered employment has grown. This failure to ensure equal rights and inclusion creates significant costs for society. People caught in the system of segregation, rarely have the chance to leave again and are robbed of opportunities to contribute to society, to contribute to the success of a start-up or put their ideas for AI into practice. We can not afford to lose this talent. In addition, maintaining institutions and sheltered employment is expensive due to the need to finance overhead costs. The current system creates high rates of disabled people at risk of poverty and high dependence on social transfers. Already the last MFF was not successfull in redirecting funding. The new MFF plans do not foresee spending and performance targets, performance tracking or spending conditionalities for disability inclusion. This approach will drive up the cost of discrimination and is not line with the objective of future oriented spending! Future oriented spending involves making equal treatment and inclusion of disabled people a horizontal priority. With better targeted funding, we can improve access to services, to start reducing the rates of institutionalisation and decreasing the disability employment gap. The resulting influx of talented people, will increase innovation and competitiveness.

Yesterday an ENIL delegation met with the EU Commissioner for Equality Hadja Lahbib We emphasised the need for: - An adoption of the Equal Treatment Directive (ETD) - Strong initiatives on Independent Living in the EU Disability Strategy - More support for disabled people in humanitarian crisis situations When it comes to the ETD, we will advocate with our members in Germany and Italy for an end to the deadlock. We will attempt to mobilise the support of the Commissioner for the Rights of Persons with Disabilities of the state Niedersachsen Annetraud Grote. To provide access to Independent Living and the counter the increase in institutionalisations, we need to overcome the fragmentation in access to personal budgets, personal assistance and Centres for Independent Living. We are asking for the adoption of a Council Recommendation on personal budgets and a comprehensive redirection of funding in the MFF 2028-2034. We will cooperate closely with the Cabinet of Commissioner Lahbib to achieve these objectives.

For a Europe of equality and inclusion! The debate about the next EU long-term budget, the multiannual financial framework (MFF), is intensifying. Many voices are asking for a more future oriented spending, focusing on research, start ups and AI. The MFF proposals currently wildly debated between the EU Institutions are neglecting are crucial area of future orientation: Equal rights and inclusion of disabled people. Without changes, the MFF plans risk to set us on a path of backwards oriented spending in this area. In the last decade, the confinement to institutions has increased by 29%, partially funded by EU money. While every member state has a well developed system of institutions, we are far away from having effective personal budget and personal assistance schemes in every country. Also over the last decade, the disability employment gap has greatly increased. While supported employment programs remain small, sheltered employment has grown. This failure to ensure equal rights and inclusion creates significant costs for society. People caught in the system of segregation, rarely have the chance to leave again and are robbed of opportunities to contribute to society, to contribute to the success of a start-up or put their ideas for AI into practice. We can not afford to lose this talent. In addition, maintaining institutions and sheltered employment is expensive due to the need to finance overhead costs. The current system creates high rates of disabled people at risk of poverty and high dependence on social transfers. Already the last MFF was not successfull in redirecting funding. The new MFF plans do not foresee spending and performance targets, performance tracking or spending conditionalities for disability inclusion. This approach will drive up the cost of discrimination and is not line with the objective of future oriented spending! Future oriented spending involves making equal treatment and inclusion of disabled people a horizontal priority. With better targeted funding, we can improve access to services, to start reducing the rates of institutionalisation and decreasing the disability employment gap. The resulting influx of talented people, will increase innovation and competitiveness.

For a Europe of equality and inclusion! The debate about the next EU long-term budget, the multiannual financial framework (MFF), is intensifying. Many voices are asking for a more future oriented spending, focusing on research, start ups and AI. The MFF proposals currently wildly debated between the EU Institutions are neglecting are crucial area of future orientation: Equal rights and inclusion of disabled people. Without changes, the MFF plans risk to set us on a path of backwards oriented spending in this area. In the last decade, the confinement to institutions has increased by 29%, partially funded by EU money. While every member state has a well developed system of institutions, we are far away from having effective personal budget and personal assistance schemes in every country. Also over the last decade, the disability employment gap has greatly increased. While supported employment programs remain small, sheltered employment has grown. This failure to ensure equal rights and inclusion creates significant costs for society. People caught in the system of segregation, rarely have the chance to leave again and are robbed of opportunities to contribute to society, to contribute to the success of a start-up or put their ideas for AI into practice. We can not afford to lose this talent. In addition, maintaining institutions and sheltered employment is expensive due to the need to finance overhead costs. The current system creates high rates of disabled people at risk of poverty and high dependence on social transfers. Already the last MFF was not successfull in redirecting funding. The new MFF plans do not foresee spending and performance targets, performance tracking or spending conditionalities for disability inclusion. This approach will drive up the cost of discrimination and is not line with the objective of future oriented spending! Future oriented spending involves making equal treatment and inclusion of disabled people a horizontal priority. With better targeted funding, we can improve access to services, to start reducing the rates of institutionalisation and decreasing the disability employment gap. The resulting influx of talented people, will increase innovation and competitiveness.
