Community Statement on Police Department ASL Initiatives and Deaf “Sensitivity” Trainings This statement discusses nationwide investments in policing, including police training. Police training has not proven to be effective in reducing violence, particularly against deaf/disabled communities. Efforts to teach ASL and deaf cultural norms to police officers claim to help facilitate peaceful interactions between police officers and deaf/disabled people. However, we have seen time and again that increased contact with cops leads to more violence to our community, rather than less. HEARD highlights the cases of deaf/disabled people like John Wilson Jr. and Ricardo Harris, who were wrongfully convicted due to miscommunication with signing police officers. We emphasize that police officers cannot serve as qualified interpreters. We also reject "deaf sensitivity" training programs, which often arise after incidents of violence and do little to improve safety in our community. Instead of investing in police training, we call for resources to be redirected to support deaf/disabled communities directly and for our community members to stop participating in/endorsing these kinds of trainings. There are many different types of disability. Some are lifelong. Some are temporary, such as a cancer that someone has successfully eradicated or a high-risk pregnancy. Some involve physical pain. Some don’t. Some disabilities involve illness. Some don’t. Some wouldn’t even be disabilities in a world that was structured differently, like Deafness in a world that used sign language rather than oral speech and open captions everywhere. Some impairments can be overcome with accommodation and medication, so that treating them is a minor part of an otherwise able life. Some impairments would still be disabling even in an accommodating world, because the experience of the impairment itself is so unpleasant.

Living with Vision Loss: How Assistive Technology Changed Everything (wsblind.org)
I was born with a progressive eye disease, so my assistive technology needs have evolved significantly over the years. In the early stages of my vision loss, I relied on what are often called "no-tech" and "low-tech" solutions. For example, when I was attending music school and could no longer clearly see the notes on sheet music, I went through each page of my books and boldly marked the notes with a black Sharpie. During live performances, I would sometimes tape a light onto my drum set to help me see the drums in dimly lit venues. These days, I rely entirely on muscle memory to navigate my setup, as light is no longer effective for me.

For a long time, I had no concept of the word “we.” Why would somebody speak of others if they were talking to me from themselves? It didn’t make sense. Why would they feel like they belong to something when they are simply an individual unit? In February 2015, she spotted a piece detailing an art project underway by New York photographer Victoria Janashvili. The art photography book, “Curves,” is an exploration of the unconventional standards of beauty and one’s acceptance of their own body image. Ulibarri noticed that none of the women reflected her self-image as a woman with a disability. She contacted Janashvili and two weeks later she was in the photographer’s New York studio being photographed for the book. I can’t “do anything I set my mind to.” Before you dismiss me as a cranky old cynic, hear me out. The idea that “you can do anything you set your mind to” is well intentioned. It’s a staple in kindergarten classrooms and it’s meant to make us feel good. Yet, this adage has always vaguely irked me. It has taken me many years to articulate just why, but as a 22-year-old aspiring adult who is not, in fact, good or even competent at everything, the words are finally coming to me. The insinuation that being able to do “anything” is a simple matter of “putting your mind to it” ignores the very real structural and institutional barriers that exist in the world. It suggests that being unable to do a task is merely a product of not trying hard enough. At the most basic level, the “you can do anything” line ignores the fact that we are human beings, not Barbie and Ken dolls who can flawlessly perform in any role. We all have strengths and weaknesses and that is okay. That seems to me a much better lesson to teach children.

A year ago tonight, I was flying back to Melbourne after feeling unwell in Singapore airport. My stomach was so swollen and painful. It hurt to breathe. I couldn’t walk to the airline departure gate. I pretended I was fine to get home to Melbourne.
